Normalizing heat treatments provide microstructural refinement and improved hardness and strength.  Forgings and castings are normalized to produce a metallurgically uniform and fine grain microstructure.  Normalizing treatments with protective atmospheres reduce decarburization or scale formation on the part surface, although some light surface oxidation occurs as the parts are air cooled from normalizing temperatures.
